Romanian Government Scholarships for Non-EU Citizens

Romania offers full scholarships for bachelor's, master's and doctoral studies to citizens from countries outside the European Union.

About the Program

The Romanian Government, through the Ministry of Foreign Affairs, annually offers a number of scholarships to foreign citizens from non-EU countries for bachelor's, master's and doctoral university studies.

The scholarships cover tuition fees, student dormitory accommodation and a monthly allowance for the entire duration of studies, including the Romanian language preparatory year.

The program promotes Romanian language and culture, and all bachelor's and master's studies are conducted in Romanian. Candidates who do not speak Romanian benefit from a free preparatory year.

Eligibility Criteria

  • Citizens of non-EU countries
  • Minimum overall average of 7 (seven) or equivalent 'Good' grade
  • Not Romanian citizens or of Romanian origin
  • Not seeking protection in Romania
  • Not accredited diplomatic staff in Romania
  • Not already beneficiaries of a Romanian scholarship for the same study cycle
  • Complete application submitted exclusively through the online platform

Study Levels

Bachelor's Degree 3-6 years
Master's Degree 1-2 years
Doctoral Program 4 years

Scholarships are NOT offered for Medicine, Dental Medicine and Pharmacy.

Language of Study

Bachelor's and master's programs are conducted exclusively in Romanian. Doctoral candidates may choose Romanian or a foreign language set by the doctoral school.

Candidates who do not speak Romanian receive a state-funded preparatory year. Exemptions apply for those with prior Romanian education or a language competence certificate of minimum B1 level.

Required Documents

  • Diplomas and transcripts with authorized translations
  • Birth certificate
  • Passport (first three pages)
  • Curriculum Vitae
  • Medical fitness certificate (at enrollment)
  • For doctoral candidates: letter of intent with research proposal and written tutor agreement

All study documents must be apostilled under the Hague Convention or authenticated by the relevant authorities.

Scholarship Holder Obligations

  • Respect the Romanian Constitution and laws
  • Comply with institutional regulations
  • Maintain minimum attendance percentage set by the university
  • Achieve minimum ECTS credits
  • Present medical certification before enrollment

Loss of Scholarship

  • Failure to meet attendance requirements
  • Not achieving minimum credits
  • Expulsion
  • Changing the field of study
  • Breach of university contract
